White Paper on Tibet is published in Russian language

On December 17, 2016, the Central Tibetan Administration issued the report "Tibet is not a Part of China but Middle Way Remains a Viable Solution”. This comprehensive report on the situation inside Tibet occupied by China was published in three languages: Tibetan, English and Chinese.

On March 10, on the tragic day of anniversary of the Tibetan Uprising in Lhasa, Tibet House in Moscow presents to the audience the Russian edition of this book. The main purpose of this publication is to pay attention to conflict between Tibetans and unfair policy of the Chinese government toward indigenous people of Tibet lasting for 60 years. China's ruthless and destructive strategy in the sphere of Tibetan natural resources development affects not only national interests of Tibet but those of China's neighboring states which directly depend on water resources of the Tibet Plateau and the Himalayas. China’s discriminatory policy in the field of culture, education and preservation of identity of Tibetans leads to a permanent simmering conflict which is one of the factors destabilizing security in the region. Numerous cases of self-immolations and protests in Tibet demonstrate failed repressive policy of the Chinese Government and communication gap between China and Tibetans. The old generation of Tibetan, once reassured by propaganda of the Cultural Revolution, now is disappointed with the results thereof and the new generation cannot be settled in life of modern China due to policy of national discrimination.

This White Paper issued by the Central Tibetan Administration (“Tibet is not a Part of China but Middle Way Remains a Viable Solution”) is a consistent response to White Paper on Tibet published by the Chinese government in 2015.

China is a neighboring state and an important partner of Russia but at the same time we have long-standing historical, cultural and religious ties with Tibet. The situation in Tibet should not go unnoticed and it requires the active involvement of experts, diplomats and the civil society. We call on the Chinese government to begin a peaceful diplomatic dialogue on the Tibet issue with representatives of the Central Tibetan Administration.
